Proponents of reform stress the difficulties faced by women in accessing abortion services, citing a significant reduction in the number of practices providing these services, which have halved over the past two decades.

A recent study has revealed that nearly 60% of women encounter challenges in arranging a termination.

The proposed legislative changes would permit legal abortions during the first twelve weeks of pregnancy, conditioned upon women receiving counseling.

An April 2024 report from an expert commission advocated for a shift in policy, asserting that the current legal framework regarding early pregnancy abortions is "unsustainable" and called for legislative action.

Despite these findings, the ruling coalition, known as the Ampel coalition, continues to struggle with achieving a consensus on the reform.

The FDP has expressed concerns regarding the complex societal discourse surrounding abortion, indicating that changing the legal framework could jeopardize existing societal agreements.

The Union party shares similar sentiments and has questioned the validity of assertions regarding access issues.
