EU Gas Imports from Russia Rise Amid Continued Sanctions

EU countries increase Russian gas imports by 18% in 2024, complicating energy security efforts.
Gas imports from Russia by European Union (EU) countries have increased by 18% in 2024, raising concerns regarding ongoing sanctions and energy security.

The increase comes despite the ongoing war in Ukraine and multiple sanctions imposed by the EU, aimed at diminishing Russia's financial capacity through restrictions on fossil fuel imports such as coal and oil.

This trend was highlighted in a report from the think tank Ember, which noted that the imports included both pipeline gas and liquefied natural gas (LNG).

Following Russia's military actions in Ukraine beginning in February 2022, the EU constructed a framework of sanctions with the goal of gradually reducing its dependency on Russian energy.

The bloc has set a non-legally binding target to stop gas imports from Russia by 2027; however, Ukraine's opposition to the transit of Russian gas through its territory has complicated supply dynamics.

Certain EU countries, including Italy, the Czech Republic, and France, have been identified as increasing their purchases of Russian gas, which raises concerns about the effectiveness of the sanctions.

Ember has projected that the upward trend in imports will continue throughout the year, even as overall demand for gas within the EU remains stagnant.

The surge in imports has coincided with a significant increase in gas prices, which have risen by nearly 60% in 2024.

Energy Commissioner Dan Jørgensen has publicly criticized those member states that maintain reliance on Russian fossil fuels, stating that it is untenable to continue funding Russia indirectly amidst the ongoing conflict.

He highlighted that the EU has spent an estimated amount equivalent to the cost of 2,400 F-35 fighter jets on Russian fossil fuels since the onset of hostilities.

In response to the reliance on Russian energy, the European Commission is in the process of formulating a strategic roadmap designed to reduce dependency on Russian fossil fuel imports.

This roadmap is expected to be revealed soon.

Furthermore, the current sanctions impose substantial restrictions on investments in LNG projects within Russia and on the transit of Russian LNG through EU ports to other countries.

Ember has expressed alarm regarding the implications for energy security, warning that a complete halt of imports from Russia could disrupt supply chains given the shakiness of alternative sources.

This scenario is compounded by rising geopolitical tensions with the United States concerning energy supplies, providing an additional layer of uncertainty.

As of now, Norway and the United States are the largest suppliers of gas to the EU, with ongoing efforts to strengthen energy relations with the United States.

Despite the prevailing diplomatic strains, dialogues surrounding energy cooperation remain active.
