German Municipalities Face Record Debt Amid Rising Social Expenditures

Personnel costs for municipalities also climbed to €88.1 billion, representing an increase of 8.9%, which reflects wage increases and additional staffing needs.

Municipal revenues displayed limited growth compared to expenditures.

Tax revenues increased by 1.5% to €132.1 billion, alongside a significant decline in local business taxes.

State key allocations reached €51 billion, showing a 2% rise, while investment grants also grew by 2.2%, amounting to €13.9 billion.

The financial results have prompted strong reactions from municipal leaders.

Helmut Dedy, Executive Director of the German Association of Cities, described the figures as "catastrophic," emphasizing that the deficit cannot be addressed solely through local measures.

He called for fundamental reforms in the financial framework that encompasses the federal, state, and municipal levels.

Recent special funding may mitigate immediate investment cuts, but it does not address ongoing structural issues within municipal finances.

Both the German District Association and other municipal organizations are advocating for a reassessment of the distribution of responsibilities and financial aid.

Hans-Günter Henneke, Executive Director of the District Association, noted that such substantial rises in expenditure cannot be sustained by any budget.

André Berghegger from the Municipal Association underscored the importance of fiscal prudence, stating that not all proposed expenditures can be accommodated financially.
