According to prosecutors, the initiative was orchestrated by an MSS operative and financially underwritten by Chinese state institutions.

Moreover, the accused are implicated in unlawfully exporting specialized lasers to China, circumventing German export regulations as defined under the Foreign Trade and Payments Act.
