Germany's Bundesbank Advocates for the Elimination of One and Two Cent Coins

Burkhard Balz, a board member of the Bundesbank, emphasized that the production, packaging, and transport costs associated with one and two cent coins are disproportionately high relative to their nominal value.

He noted that the removal of these smaller denominations could enhance the appeal of cash transactions for users and contribute to a more sustainable cash cycle.

Established in February 2024 upon Balz's initiative, the National Cash Forum intends to reinforce the position of cash as a commonly accepted payment method in Germany.

Some Eurozone countries have already taken steps towards removing the smallest denomination coins completely.

For example, Finland has implemented a law mandating the rounding of cash payments to the nearest five cents; thus, a payment of 14.97 euros would be adjusted to 14.95 euros.

In Finland, while one and two cent coins are not minted, they remain legal tender, and businesses may refuse them only if they have communicated this policy.

Other countries in the Eurozone, including the Netherlands, Slovakia, Ireland, Italy, Belgium, and Estonia, have similarly adopted rounding regulations.

Survey data indicates a general disfavor among the public towards small denomination coins; recent Eurobarometer polls reveal that a majority of respondents across EU member states support the repeal of one and two cent coins.

Additionally, these copper coins are being returned to national central banks in the Eurozone with declining frequency, as they are often saved or misplaced by consumers.
