This initiative, termed the 'Aktivrente', would enable retired individuals who opt to work longer to earn up to €2,000 monthly without incurring tax liabilities.

Furthermore, the CDU and SPD plan to enhance financial provisions for survivors' pensions and introduce measures to secure pensions for self-employed individuals more effectively.

The exploratory paper indicates a move to include new self-employed entrants, who are presently outside the mandatory pension system, into the statutory pension insurance framework.

A significant aspect of the reform package is the proposed increase in the 'Mütterrente', or mothers' pension, from 2.5 to three pension points, applicable to all mothers irrespective of the year their children were born.

This adjustment is designed to ensure equitable recognition for mothers within the pension system, addressing advocacy from the CSU and its leader Markus Söder.

Currently, mothers receive three contribution years based on an average earning for each child raised.

The projected increase will yield an additional half-year of contributions, roughly translating to an increase of €20 per month per mother.

As per statistics from the German Pension Insurance, nearly 9.8 million individuals had accessed the Mütterrente as of the end of 2023. The proposed six-month extension of contributions for mothers of children born before 1992 is anticipated to result in additional annual costs around €4.45 billion.

These expenses are expected to be shared between employers and employees through their pension contributions, unless the federal government supplements the pension fund with tax revenues, which has previously been only partially implemented during adjustments to child-raising periods.
