KYIV: Ukrainian President Volodymyr Zelensky is reportedly reluctant to sign a proposed agreement that would grant the United States preferential access to Ukraine's rare earth minerals.
This hesitation arises from ongoing tensions between the countries, particularly related to the support the US has provided to Ukraine amidst the prolonged conflict in the region.
The proposed deal is perceived by some lawmakers in Ukraine as a form of compensation for the considerable financial and military aid, estimated to be in the tens of billions of dollars, that Ukraine has received from the US under the administration of former President
Joe Biden.
Mike Waltz, a key figure from the Trump administration and current member of Congress, expressed his expectation that Zelensky will ultimately agree to the deal but acknowledged that details remain undisclosed to the public.
A source close to the Ukrainian presidency conveyed concerns regarding the current draft of the agreement, stating, "In the form in which the draft is now, the president is not ready to accept.
We are still trying to make changes and add constructiveness." This source emphasized that the language of the agreement lacks clarity, particularly concerning American obligations, and voiced skepticism over the US's commitment to investment and security guarantees, stating, "There are no American obligations in the agreement regarding guarantees or investments; everything about them is very vague, and they want to extract $500 billion from us."
Further complicating discussions, the source queried, "What kind of partnership is this?
...And why do we have to give $500 billion?
There is no answer." Ukraine has since proposed amendments aimed at improving the agreement's clarity and solidifying security guarantees as part of its negotiations.

Donald Trump, who described Zelensky as a "dictator" in a social media post, reflecting a broader tension within US-Ukrainian relations.
As Ukraine continues to pursue support from the US, it remains focused on negotiating terms that encompass its critical mineral resources while seeking explicit security assurances.
