Söder Calls for Rapid Progress in Coalition Talks Amid Disputes

Bavarian Prime Minister pushes for breakthroughs in CDU and SPD coalition negotiations while addressing key issues.
Bavarian Minister President Markus Söder, leader of the Christian Social Union (CSU), has urged for significant advancements in the ongoing coalition negotiations in Berlin, stressing the urgency of the discussions.

Speaking at a press conference on March 31, 2025, Söder stated, "This week we must achieve major breakthroughs, particularly regarding the financial structure." He emphasized the need for progress, pointing to the pressing nature of the coalition talks, which he urged should not be unduly prolonged.

The negotiations, taking place within the '19er-Spitzengruppe,' include leaders from both the Christian Democratic Union (CDU) and the Social Democratic Party (SPD), alongside several state governors.

These discussions follow the recent approval of a special fund amounting to several hundred billion euros, supported by CDU leader Friedrich Merz and SPD co-leader Lars Klingbeil, who both reiterated the importance of thoroughness over speed in reaching a coalition agreement.

Key points of contention are evident in the negotiations:

Taxation: The SPD is advocating for increased taxes on high earners, whereas Söder has categorically rejected any tax increases, emphasizing the Union's focus on providing tax relief for both businesses and employees.

Pension Reform: The CSU, during their campaign, pledged to expand 'Mütterrente' benefits, which is viewed as a secured point in discussions.

However, this is anticipated to incur additional costs of approximately four billion euros.

Conversely, the SPD is pushing for a formal establishment of the pension level at 48 percent.

Migration Policy: The Union’s approach includes initiatives for border repatriations, raising legal concerns within the SPD.

Merz has proposed negotiating bilateral agreements with neighboring countries regarding this matter, a step that may conflict with existing EU policies.

In response to the urgency expressed by Söder, Manuela Schwesig, Minister President of Mecklenburg-Vorpommern and representative of the SPD, highlighted the importance of providing citizens with clear information on the new government’s intentions.

She remarked, "It is important that citizens receive clear guidance on what the new government intends.

Therefore, it is beneficial to take time and ensure thoroughness," underlining the necessity for any proposed measures to be sustainably financed.

Friedrich Merz had initially targeted April 23, 2025, for his election as Chancellor in anticipation of the upcoming Easter holiday.

However, the extended negotiations and the requirement for SPD members to sanction a coalition with the CDU may push this timeline further, with May 7 emerging as a potential new target date.

This date coincides with the 80th anniversary of the end of World War II, which is observed the following day.
