Three Germans Charged in Espionage Case Involving Chinese Intelligence

Federal Prosecutor Accuses Trio of Illegally Transmitting Military Technology to China
In a development that has captured significant international attention, three German nationals have been formally charged by the Federal Prosecutor's Office in Karlsruhe with espionage on behalf of China's Ministry of State Security (MSS).

The indictment alleges that the trio unlawfully acquired and transmitted sensitive military technology information to Chinese intelligence.

Central to the allegations is the unauthorized procurement and transfer of advanced technological data related to military applications, including sonar systems, aircraft protection systems, and military drones.

The investigation reveals that these activities were intended to bolster China's maritime and military capabilities.

The case is now before the State Security Senate of the Higher Regional Court in Düsseldorf, which will determine whether to commence formal legal proceedings.

The arrests, carried out by the Federal Criminal Police Office (BKA) in April of last year, occurred in the cities of Düsseldorf and Bad Homburg.

Searches conducted at the suspects' homes and offices yielded persuasive evidence of their involvement in clandestine research projects reportedly aimed at enhancing China’s naval power.

According to the Prosecutor's Office, the principal suspect has been engaged in espionage since 2017, allegedly acting as an operative for an MSS contact based in China.

The accused were reportedly negotiating sensitive research projects by leveraging connections with businesses and academic institutions.

This was done through a company owned by a married couple, who are the other two suspects in the case.

Between February 2017 and April 2024, the trio's espionage activities included acquiring intelligence on technologies such as boat engines, sonar systems, and military drones.

The principal suspect is believed to have communicated these technological insights directly to the MSS.

Following their arrests, the couple was released from custody in October after their detention warrants were lifted.

During the investigation, it was uncovered that the suspects established a research cooperation accord with a German university meant for scientific exchanges, which was allegedly exploited for espionage.

Furthermore, they drafted a strategic study for a Chinese client—allegedly a cover for MSS operations—focusing on advancements in machine parts for high-performance ship engines, akin to those employed in military vessels.

This initiative was reportedly financed by Chinese state funds.

The indictment also charges the suspects with illegally exporting three specialized lasers to China, contravening Germany's stringent foreign trade laws.

These lasers were purportedly acquired and dispatched under MSS guidance.

Germany’s Interior Minister, Nancy Faeser, lauded the arrests as a critical success, highlighting the importance of safeguarding Germany's pioneering military technology sector.

With its serious implications for national security, the Federal Office for the Protection of the Constitution (BfV) played an essential role in dismantling the espionage network—underlining the acute threats posed by foreign intelligence activities on domestic security fronts.
