UK Advances Small Modular Nuclear Reactors to Meet Energy Demands

The British government announces reforms to enable the construction of Small Modular Reactors (SMRs) as part of its nuclear energy strategy.
On February 11, 2025, the British government unveiled significant reforms to its nuclear energy planning and construction laws to expedite the deployment of Small Modular Reactors (SMRs) across the country.

Prime Minister Keir Starmer introduced these initiatives as components of a broader framework aimed at enhancing energy security and facilitating the transition to cleaner energy sources in the UK.

The proposed reforms will enable new nuclear power plants to be constructed at a range of locations beyond the current eight designated sites, responding more flexibly to energy demand.

Furthermore, the government will eliminate deadlines that previously allowed planning permissions for proposed nuclear facilities to expire.

A newly established Nuclear Regulatory Working Group will oversee enhancements to the existing regulatory framework, with a focus on supporting the initiative.

Ed Miliband, Secretary of State for Energy, emphasized the significance of this initiative, stating, "Build, build, build – that is the foundation for Britain's commitment to clean energy." He pointed out that the UK’s dependence on global energy markets has heightened its vulnerability.

Miliband stressed that nuclear power would be crucial in fostering a new era of energy independence.

In the UK, public opinion on nuclear energy remains generally favorable.

According to recent statistics, renewable energy sources, including wind, solar, and hydroelectric power, constituted 37% of the national energy mix in the previous year.

Additionally, the last coal power facility was decommissioned in the autumn of 2024. However, gas power plants still represented approximately one-third of the nation's electricity generation.

Data from "Our World in Data," a publication by Oxford University, indicates that nuclear energy currently accounts for around 14% of the UK's electricity generation, contrasting with France's 65%, Finland's 42%, and the United States' 18%.

Despite the overall enthusiasm surrounding nuclear energy, the UK has faced challenges in this sector, with little progress noted since the commissioning of Sizewell B, the last British nuclear power plant, which became operational 30 years ago.

The Hinkley Point C project, currently under construction, is anticipated to begin operations in 2029, four years later than originally projected.

The budget for Hinkley Point C has escalated from an initial estimate of £18 billion ($21.6 billion) to approximately £46 billion ($55 billion), raising concerns about further cost overruns.

Plans to build another nuclear facility at Sizewell are ongoing but also face financial uncertainties, while the future of a previously designated site at Wylfa in Wales remains ambiguous.

Starmer's proposal to simplify project approvals and promote SMRs has garnered support from various sectors.

Gary Smith, General Secretary of the GMB union, stated that the delay in establishing new nuclear plants has exposed vulnerabilities in energy security and disrupted economic growth.

He highlighted that emissions targets cannot realistically be met without integrating nuclear energy into the system.

Notwithstanding this optimism, notable challenges in planning and implementation persist, posing obstacles to the revival of nuclear energy in the UK. Jonathan Geldart, Chief Executive of the Institute of Directors, remarked that the government’s announcement signifies a meaningful progression.

Economic growth is expected to further increase energy demand, as highlighted by Darren Hardman, Managing Director at Microsoft UK, who emphasized the necessity of maintaining a vision for a carbon-free energy network.

While the potential benefits of SMRs are recognized, skepticism exists regarding their development stage.

Doug Parr from Greenpeace UK cautioned against over-reliance on optimistic forecasts relating to costs, timelines, and safety issues related to small nuclear reactors.

SMRs, which utilize nuclear fission, are intended to be more affordable and occupy a smaller land footprint compared to conventional nuclear power plants.

They are seen as viable solutions for large energy consumers, such as data centers, interested in on-site electricity generation.

In autumn 2023, the UK government invited four partners, including British energy solutions specialist Rolls-Royce and international firms Holtec, GE Hitachi, and Westinghouse Electric, to participate in a tender aimed at propelling SMR development forward.

However, the UK continues to be perceived as an expensive jurisdiction for nuclear energy, partly due to rigorous regulatory requirements.

For instance, the design employed at Hinkley Point C has undergone approximately 7,000 mandatory amendments by regulators, contributing to the rising costs of the project.

Starmer highlighted that geopolitical factors, particularly energy dependence on Russia, have intensified the increase in energy prices within the UK, which are now among the highest globally.

He also proposed incentives, such as reduced energy costs for households that support local nuclear projects, aiming to address opposition from communities resistant to the construction of new nuclear facilities.
