Germany's Public Sector Wage Negotiations: Mediators Propose Salary Increases

Negotiations in the ongoing public sector wage dispute in Germany have taken a new turn as the mediation commission has proposed a structured pay increase for employees.

Effective from April 1, 2025, public sector employees will receive a salary rise of three percent, along with a minimum increase of €110 per month.

A subsequent increment of 2.8 percent is scheduled for implementation on May 1, 2026. This proposal was unveiled by the mediation commission, which is led by Roland Koch, a former Prime Minister of Hesse, and Hans-Henning Lühr, a former state councilor from Bremen.

The negotiations, which involve over 2.5 million workers spanning essential services, including childcare and waste management, reached an impasse on March 17 after three rounds of discussions.

Following this deadlock, a mediation process was initiated to facilitate further negotiations, with additional meetings scheduled for April 5, 2025.

Key aspects of the mediation proposal include a new tariff contract anticipated to last for 27 months.

Starting in 2026, there would be an increase in the annual special payment for employees, with provisions allowing workers outside of hospitals and nursing homes to trade portions of this payment for additional days off.

There is also a provision for an extra vacation day for employees by 2027.

The unions, prominently Verdi and the German Civil Service Federation, initially sought an 8 percent salary increase or a minimum of €350 more per month, alongside a demand for at least three additional days off per year.

In contrast, employers, represented by the Association of Municipal Employers’ Associations (VKA) and the Federal Ministry of the Interior, characterized these demands as unaffordable.

Earlier negotiations saw employers proposing a 5.5 percent wage increase, additional 13th-month salaries, and increased night shift allowances.

However, these proposals were deemed insufficient by the unions, leading them to continue pushing for better terms.

VKA President Karin Welge noted that the estimated financial impact of reaching a wage agreement could amount to €15 billion over the span of two years.

The mediation commission, comprising 26 members, has been convening at a confidential location since Monday to deliberate on the proposals.

Koch's role includes acting as the decisive mediator in the event of disagreements among the parties involved.

As it stands, no warning strikes are currently planned during this mediation phase.
